I notice some patrols are now permanently located at some points on earth. Is this expected behaviour?

Their behavior is more randomized now. They don't respond immediately sometimes and they guard for random amounts of time. There's 5 ships per planet now. They eventually clear there orders and then wait to get called to a battle location again. Gotta keep you on your toes =) Eventually they will spawn large groups to attack players who attack other en masse in Sol or from another system even .
