This charter will be enforced for all cities located within the Core Worlds of the Initiative :
"This city is claimed by the Initiative. Anyone may trade there, but no foreign military* is allowed without permission within the city or near it.
Unauthorised foreign military presence on the rest of the planet will be frowned upon but not necessarily engaged.
Corporations outside the Initiative may not build inside the city or in its surroundings. Foreign structures on the rest of the planet will be tolerated, within limits.
*Freighter fleets with a reasonable escort coming with the intent to trade are an exception. "

So that's a firm "no" to a freighter accompanied by 5 carriers and a Dreadnought?
