Trading of Structures via Contract

I think it would be a good idea to allow for people to sell their structures by contract. That way, a player could get money if they want to leave Earth, for example while the Earth doesn't lose whatever structure that it had.

This would be useful for Lewis on Luna, but "something something alts something"? Logistically, I'd say only able to sell shut-down buildings, id est, buildings set to Halt Production and running at 10% cost.
