Communications increase

Rather simple. Leaders of various designations, mayors/starlords/emperors et al, should get additional communications based on their status. As an example, base is 10, then +5 for each rank higher you go. Mayors get 15, emperors 20, and star lords 25.

Its really an anti spamn against free accounts. If you're paid account i can lift it by a lot. Ruler ship however, needs to get flagged a certain way so you can filter to them specifically if you want. Like if you only want to see what rulers have to say.
