I sent my lvl1 transport to buy sports equipment from Phoenix, but it's been sitting there for about a dozen turns not doing anything

You don't have enough cash to fill that buy order.
Try buying a smaller amount of goods.

I do have something similar, but in my case it cannot buy last unit. And it is not buying anything.

The last unit problem is a glitch with a fraction if anyone else is trying to buy with you.
I dont know why you cant buy AT ALL, Check the transports logs it should tell you. Its probably not enouogh credits. Its the only thing that makes you stand still
