The written description for Artillery claims that is is effective against ground targets and large ships, but when looking at the effective damage chart, it's clearly not effective against any ships at all.

Artillery also doesn't fight in space making it less useful in ship combat--imagine if it could fire from a ship and not be damaged due to it being protected by the ship! It would be similar to an orbital gun.

Although, on ground such as Earth, it does more damage to weaken or destroy ships when compared to things like tanks, infantry, and even battlesuits. The damage is still only 10% that of a bomber though.

It would be interesting if artillery could do an attack while staying safe from up to a curtain amount of spaces. The way to destroy it would be to have anouther artillery or fight it in its own square.

For one, that graph is all messed up, the sort by is wrong

For the money, and relative to other ground units, Artillery hits ships quite hard. Ground units in general don't hit ships hard but you can mass them much easier. To say they are effective vs ships might be overstated,
