This seems like a bug. The attacking player successfully raided me for 2500 soap even though his lone attacking unit was destroyed.

This does look like a bug, I think its ignoring the Terran Federation Military Power. Normally you need more power than the target to steal anything but I have a feeling because the TF are on guard its not counting them. That merc vs your transports makes sense if you remove the Terran Fed units.
