Rigil I - Hulett is atm growing.
There might be a bug regarding the event that was triggered a few turns back - although that event should have let to an even higher decrease of the population.
I'm asking because I waited a few days for the cities to disapper, so that the planet can be settled again ( with a proper starting city)...
