Goal of the moon charter –
The goal of this charter is to establish the principles on how the artifact resources of the moon are to be used in for the benefit of the expansion of mankind.
In order to achieve this it is important that an agreement be reached on the use of the moon so as to –

· Eliminate conflict over artifacts
· Ensure artifacts are used for the benefit of mankind
· Optimize the output of Artifacts from the moon.


Unfortunately artifacts can be used both to provide great benefits to mankind for instance through geoboosters, or conversely to greatly damage mankind as a whole for instance through geoscorchers or virus deployment. Artifacts can furthermore be used to create powerful units or enhance the capacities of existing units which can result in a highly destructive wars when unleashed.


In order to do this effectively certain aspects need to be considered in particular:


Research facilities – who runs them, and how.

Artifacts – which artifacts are produced and for what purpose

Moon Defense – who is responsible for the defense of the moon and how are the defenses coordinated


Finally there is another aspect which needs to be discussed regarding the moon which is the question of reparations following the war on the moon, though not part of the charter itself a discussion of this is necessary to ensure a smooth transition to a working agreement on the moon.
It should be further noted that the goal of this charter is not to create a monopoly of any kind on artifacts in the moon – in fact it is widely expected that new and more productive sites will be discovered as mankind expand. Judicious use of the moon artifact resources will help in this expansion. In fact it is likely that as further artifacts are discovered the terms of the moon charter may come again under consideration and discussion.
I would invite comments on the principles behind the charter here – other discussions will be opened for the individual aspects of the moon charter.

As there has been no comments on this I assume that the terms herein have been approved and that the principles behind the moon charter are acceptable for all.

Hmm.. no voice doesn't mean that people accepted. Suggest that when enforcing and rolling out charter to provide some space and warning before taking action

A 24 hour warning will be given to everyone before any enforcement action. They will be presented with a number of options.

Lack of objection is to all intents representative of consensus in this case. Positive agreement is not needed - seeing the strong discussions on the other threads pertaining to the moon charter I am fairly confident that if there was a major concern with the principles they would have been expressed by this point.

I took this as just a primer on the other three threads. The meat and potatoes are there. Please lend your thoughts to them, Sarah. This is something that needs to be rolled out promptly though to avoid a continuing civil war. You are, if I'm not mistaken, the Mayor of Madrid so you are welcome to build a research station under the terms currently on the table. I believe there is no effort to stop mayors from building right now in anticipation of the charter getting approved.

One thing not clear in your proposals, Vulpex, is whose buy in is required to adopt the charter. I think we will have more legitimacy if we can get all of the Major (respected) Guilds and a majority of city leaders to sign on.

It might also be wise to poll city leaders after the next election so Corps have an opportunity to organise their support or opposition.

Yes this is correct - the intention is to have the buy in from major guilds, buy in from other guilds and independents are of course welcome but lets be honest - we are on the edge of civil war until this thing gets resolved (something that might not be obvious to many people)

I would like to have buy in from a majority of mayors. I feel that is important for the legitimacy of the charter.

Fair enough.

I will now put up the charter for ratification.

You have 24 hours to obtain the ratification by 13 mayors.

If ratification does not take place, the negotiations will have failed and the charter will be null and void.
