Required components not present at location

I'm trying to build Roads, and I meet the criteria per turn, but I keep receiving the "Required components not present at location" in my logs. Attached are screenshots.
12 Basic Metals/2 Heavy Materials/2 Basic Materials is required per turn and I have available 2k Basic Metals/60 Heavy Materials/1K Basic Materials.
What am I doing wrong? Neither component is being used else were, and I'm only selling the Basic Materials at a small rate.
Any help would be appreciated

Ignore the turn screenshot... those are from when I first put the structure up.
But, I'm not seeing my roads in the inventory. Are they immediately being sold to the city? I cannot tell...

Roads never show up in the inventory. They are like all services immediately sold. I mean its not as if you can put a road in a truck and send it off somewhere.
If you look under your corporation - accounting - set it to buy/sell you will see the sales of your roads.
