This moon charter is being implemented under the authority of the Emperor of Earth, Boldor Galactic Inc. This charter will apply to the artifact location located on Earths Moon.
Here is the summary of restrictions for the artifact site:
- Maximum allowed facility level: Level 5
- Maximum 1 research facility per corporation (must have HQ located on Sol)
- May not own any other research facilities (exception is granted to earth mayors)
- Production of A5 Cybertronics artifact is restricted
- The moon is to be under the administration of the moon manager (Pending the decision of the Emperor)

Charter for the Lewis Artifact Site on the Moon
Article A: Intent
This charter is intended to provide easy and low cost access to artifact research for new corporations located on the planet earth.
Article A: Ruling Authorities
This charter is to fall under the administration and enforcement of a moon manager to be appointed by the current emperor of earth. The moon manager will ensure compliance to the requirements of the charter. The moon manager will be headquartered on the planet earth. The authority of the moon manager is backed by the full force of the Imperial forces of the Emperor. The current appointed moon manager is pending the decision of the Emperor.
Article B: Geographic Extent
The charter hereto described is to be implemented at the historic Lewis artifact site. The specific coordinates of this site is 122070313 : 190429561 per the standard galactic coordinate system.
Article C: Facility Restrictions
Corporations with a headquarters based on planet earth may hold a maximum of 1 research facility at this location at any point in time. No research facility on the moon may exceed level 5 at any time. Corporations with headquarters located somewhere other than earth are not permitted to own a facility within the geographic extent of this charter. Should a corporation relocate their headquarters to a location that is not on the planet earth, that corporation will be allowed a 100 turn period to remove their facility from the moon.
Article D: Multiple Site Restriction
Should a corporation own another research facility in addition to their moon facility, they must immediately salvage their moon facility. An exception to this article is granted to mayors of cities located on the planet earth.
Article E: Research Restrictions
No moon research location may conduct research into A5 Cybertronic artifacts without prior authorization from the ruling authorities.
Article F: Enforcement
This charter is backed by the full force of the ruling authorities of the planet earth. Any violations will result in the forfeiture of the facility in question. Repeat violations or refusal to honor the charter can result in the use of appropriate military action against the corporation in violation of the charter.
